Monitoring means anticipating changes, being on the lookout for what is happening in your sector, but also in others. You have to give yourself the means to have more information than others in order to better anticipate and defend yourself.

The strategy must be based on the ability to access information. In Sweden and Japan, there is coordination between the private and public sectors.
